What is a foreclousure home & can anyone buy it? What is the amount listed there for is it how much it costs?

I went to see foreclousure homes and I saw they each have a really low price does that mean the price you have to pay or what does that mean. I am really interested in buying a house but i would like somehing with a good price. What do I have to do if I want to buy a forclousure home? please give me details i really need to know.
